Changing keyword results in rejection

I would like to see the process changed where if you change a keyword or correct a spelling error, the change alone is checked not the entire photo again.  I had a photo rejected yesterday which had previously been accepted.  The only change I had made was to add a keyword which I felt was appropriate to the photo.  I am aware that different reviewers may have viewed the photo but they should not be allowed to reject a photo which had previously been reviewed and rejected.
